Unturned Center is a dedicated server that is modded on the Russia map. It is not online all the time as you can see from the run time percentage. I am hoping to change in the near future. Right now we have a limit of 15 players but if more people join this server I will add more space.
My server does have plugins which include
1. Votifyer
2. Vehicle events
3. uEssentials (still working on)
4. RocketMod_TPA
Possibly more coming soon.
BTW Mods are enabled so the first time to load might take a wile. (I am trying to fix that and get rid of unnecessary mods and mods that don't work for a faster load time.)
